Coverage and methodology
The findings cover selected material changes from 2024 onward, announced future changes and relevant baselines. They are not a complete inventory of every exposure limit or obligation.
How to read the evidence
Each finding has primary-source references and a separate check of its central claims. Some local instruments, technical details and full-period jurisdiction reviews remain open. A source listed below may have been identified without a complete review of its regulations.
Each practical implication explains a possible program consideration. Applicability depends on the workplace and the governing instrument. This resource supplements the official sources and site-specific professional advice.
How findings are checked
- Identify the issuing authority and the original regulation, notice or standard.
- Check the central claim against that source, including jurisdiction, status, dates and any stated conditions.
- Keep research verification separate from qualified technical review and publication approval.
- Record substantive corrections and recheck affected dates, values and related findings before publishing an update.
Dates and legal status
A publication date, commencement date and compliance deadline can be different. Proposals, guidance and voluntary standards are labelled separately from binding requirements. A national announcement can still require state or provincial adoption.
Updates and corrections
Each finding shows when its sources were checked. A source-check date does not mean a regulator changed the rule on that date. Existing findings retain their address when corrected or updated.

Remaining gaps and qualifications
- Coverage is a prioritized material-change dataset, not an exhaustive chemical catalogue, legal register, or expert-approved compliance service.
- All 29 state-plan jurisdictions are inventoried. California, Washington, Maryland, Minnesota and Nevada have targeted topic checks across us.json and us-supplement.json. The other 24 authorities remain unsearched beyond discovery; none has a complete period review.
- Section IX of the 2024 Hazard Communication Federal Register rule supplies the state-plan authority list. State-specific adoption and current requirements require separate confirmation.
- No jurisdiction is marked fully searched. Federal search was targeted to listed chemicals and silica/HazCom; state adoption of federal standards remains incomplete.
- Asbestos chrysotile 2024 rule and November 2024 legacy-asbestos risk evaluation discovered. Full final-rule link failed and litigation/reconsideration not checked; candidate held out of records.
- Federal OSHA heat NPRM (2024-14824), Oregon exposure-limit updates and New Mexico heat proceedings need source-complete review. Washington wildfire smoke and Nevada heat are now covered by targeted records in us-supplement.json; their wider state coverage remains incomplete.
- ACGIH TLV/BEI, NIOSH REL, AIHA/ANSI/ASSP/ASTM standard edition changes are not exhaustively reviewed. No paywalled chemical values inferred.
- Rule values and summaries are not facility-specific determinations; applicable condition of use, sector, state plan and exceptions must be mapped before operational compliance use.
- MSHA and TCE court dockets have not been independently verified. The recorded status relies on agency Federal Register notices and subsequent agency publications.
- EPA PCE/CTC July 2026 extension does not extend dermal-protection dates. The records deliberately avoid generalizing those extensions to all duties.
- Observed source defect: EPA TCE risk-management page linked postponement to unrelated 2026-08693; correct document 2026-08750 independently opened.
- No automated monitor, RSS subscription, paid source access or legal-expert sign-off was created.
- Statewide period completeness not established.

- Coverage is a researched initial inventory. Every jurisdiction was searched or its official source opened. Nunavut attachment review and complete provincial-period reviews remain incomplete.
- Ontario respirator amendments 113/26, 114/26 and 115/26 were checked. The Occupational Exposure Registry candidate and other Ontario changes require separate primary-source verification.
- Ontario mining elemental-carbon 0.12 mg/m3 is a September 1, 2023 baseline, not a new 2024 change. Full original instrument still needs accessible readback here.
- Federal SOR/2026-10 date discrepancy: legal text supports January 30, 2027 while ESDC summary says February 2027. Manitoba initial commencement discrepancy: instrument says December 4, 2025 by registration while FAQ says December 5.
- No complete commercial or legally authoritative Canada-wide numerical OEL database was established. Province/territory, sector, substance fraction, averaging period, notation, and effective version are essential.
- BC mining code, territorial mining regulations and offshore petroleum regimes are not exhaustively reviewed. WorkSafeBC OEL events cannot automatically be applied to every BC mine.
- Later Quebec amendments and each delayed Schedule I numerical value need current consolidation comparison; retained event is the verified 2024 instrument and its stated staged dates.
- ACGIH proprietary tables/documentation were not imported. Incorporated standards need a lawful licensed workflow and legal version mapping. No copyright permission is implied by incorporation.
